Georgia expects to receive a little over $1.2 billion from opioid settlements with distributors and manufacturers, paid out in installments through 2039.
Cobb County’s identified share is approximately $15.6 million. In March 2026, the county’s Board of Commissioners approved roughly $5.8 million of that for 10 community organizations covering a 2026-2029 funding cycle.
The need is real. Cobb recorded 143 opioid-related deaths in 2022, the third-highest county total in Georgia.
When the county opened a 60-day application window for this round of grants, 36 organizations requested a combined $33 million, nearly six times what was actually awarded.
Who Qualifies for Free or Low-Cost Treatment
Cobb County has set spending priorities for its opioid abatement dollars: 42% for treatment services, 22% for prevention, 21% for recovery support, and 15% for harm reduction.
The first round of awards shows what that looks like in practice. The Center for Young Adult Addiction and Recovery at Kennesaw State University received nearly $99,000 to expand outreach and medication-safety education for high-risk adults ages 18 to 25.
Cobb County Superior Court received more than $1.25 million to fund intensive clinical treatment and stable housing as an alternative to incarceration.
These awards mean free rehab in Georgia is becoming more available specifically through publicly funded, settlement-backed programs rather than private-pay treatment centers.

Public dollars can build treatment capacity, but they don’t guarantee that a program is easy to enter or available the moment a family needs it. Access can still depend on eligibility, location, and wait times.
