Free behavioral health support in Alabama is coming to a converted hotel off U.S. 280 in Birmingham, where 110 low-cost veteran housing units will include onsite peer support, case management and PTSD groups.
For veterans priced out of both housing and care, that pairing is the whole point. Unlike short-term transitional programs, residents will be able to stay as long as they need.
Who Qualifies for This Low-Cost Veteran Housing
The project is aimed at veterans experiencing homelessness or housing instability in the Birmingham area.
The nonprofit Tunnel to Towers Foundation bought the former Spark by Hilton hotel on Colonnade Parkway in October 2025 for $11 million, and a $9.2 million remodel permit was issued this month to Brown Construction and Development.
The building’s 122 hotel rooms will become roughly 110 studio apartments. Gavin Naples, who leads the foundation’s homeless veteran program, said many existing transitional programs fall short because government subsidies expire after 30, 60, or 90 days, or after six or nine months, forcing residents to move again and again. This model removes that clock. This is the foundation’s first project in Alabama.
Free Behavioral Health Support and Other Onsite Services
The support services are the part most relevant if cost is your barrier to care, because they are provided on site rather than requiring separate appointments and separate copays across town. According to coverage of the project, planned services include:
- Behavioral health support
- Case management
- Harm reduction services such as peer support
- Employment assistance and workforce development
- Financial literacy programming
- Legal advocacy
- PTSD support groups
- Art therapy, music therapy and cooking classes
Naples said the hotel will be gutted, with the first-floor banquet halls and meeting rooms converted into dining rooms, lounges, a library, multipurpose rooms, and workforce development space.
He described the building as a hub where community organizations can bring resources directly to residents.
How to Access These Resources
Remodeling is expected to begin by the end of summer, with construction finishing by the end of the year and a ribbon cutting planned for early 2027. Intake procedures and referral pathways have not been published yet.
In the meantime, veterans in Alabama who need help now have several no-cost options. The VA operates a National Call Center for Homeless Veterans reachable at 877-424-3838, staffed around the clock.

Veterans often have more than one route to covered care, and it is worth checking each one:
VA health care covers substance use disorder treatment and mental health care for enrolled veterans, including outpatient services, medication assisted treatment, and residential programs.
TRICARE covers behavioral health treatment for eligible service members, retirees, and dependents.
Medicaid covers substance use disorder and mental health treatment in Alabama for those who qualify, and many community programs bill Medicaid directly.
Sliding scale and grant-funded programs at community mental health centers set fees based on income, and some charge nothing at all.
