Union of Pan Asian Communities (UPAC) in El Cajon, California offers outpatient addiction treatment and recovery services to diverse communities across San Diego County.

The program supports adults navigating substance use and co-occurring mental health conditions with specialized tracks for transition-age youth, adolescents and individuals affected by problem gambling.

UPAC delivers culturally responsive care designed to meet clients where they are linguistically, culturally and personally.

Culturally Responsive Treatment

I appreciate that the center focuses on outpatient substance use treatment grounded in cultural and linguistic accessibility, with staff collectively speaking more than 30 languages and dialects.

The program is DHCS-certified and serves refugees, immigrants, Asian and Pacific Islander communities, and other underserved populations.

Treatment includes assessments and screenings, group and family counseling, peer support meetings, crisis intervention and case management.

Clients with co-occurring disorders can access psychiatric evaluation, medication management and medication-assisted treatment resources for opioid recovery.

Specialty Programs for Youth and Problem Gambling

Beyond adult outpatient care, I noted that UPAC offers dedicated programming for adolescents ages 12 to 17, transition-age youth 18 to 25, and individuals seeking help for problem gambling through outpatient and intensive outpatient options.

They offer select services via telehealth. As a community-based nonprofit, UPAC integrates addiction care with broader mental health and social services.
