For teenagers struggling with substance abuse, finding free rehabs near their community, particularly ones that don’t require them to sacrifice their education, can feel impossible.
Harbor Hope Center in Chesapeake, Virginia is changing that. The school-based recovery program serves high school students across Hampton Roads at absolutely no cost, offering therapy, academic support and a real path to sobriety.
What Is Harbor Hope Center
Harbor Hope Center opened its doors in September 2025, becoming the fourth recovery school of its kind in Virginia and the only one serving the Hampton Roads region.
It accepts students from Virginia Beach, Norfolk, Portsmouth, Suffolk and Chesapeake who are dealing with substance use disorders while still enrolled in high school.
Students don’t leave their original schools permanently. They remain enrolled, can attend extracurriculars and graduate on the same track.
They simply receive the rehab treatment and clinical support they need to recover.
“This is not an alternative school, and it is not a punishment,” said Bruce Clarke, Harbor Hope’s coordinator.
“This is a school with a program where we offer support and strategies and tools for students to move forward with their recovery.”
Free Rehab Support Designed Around Teen Needs
The program is fully grant-funded and backed by the state of Virginia and each of the Southside school districts, making it completely free for students and their families.

Each day at Harbor Hope includes group therapy, with individual therapy sessions offered once per week with a licensed clinician.
Academics are handled through an online, asynchronous platform led by a dedicated teacher and her assistant, flexible enough to accommodate the nonlinear nature of recovery.
“At any given time, they may need something personally or to be pulled out for therapy,” said Tanya Baughman, the school’s teacher. “It’s a structured environment, with lots of fluidity.”
The program also takes safety seriously. Bags and shoes are checked at entry, and students are never left unattended, creating a secure, low-risk environment where recovery can actually take root.
Who Qualifies for This Free Program
Harbor Hope is open to high school-aged students in the Hampton Roads area who are dealing with an alcohol or drug addiction. Crucially, participation must be voluntary.
“Students need to be willing,” Clarke said.
The program is not court-ordered or punitive. It is a choice, made by the student, to seek help and continue their education at the same time.
Why Free Teen Rehab Programs Like This Matter
Carolyn Weems, board chair of Harbor Hope, spent six years advocating for the school’s creation after losing her daughter Caitlyn to a drug overdose in 2013.
Caitlyn developed an addiction to prescription painkillers following a soccer injury, a story familiar to many families.
“I didn’t get it until my daughter went through it,” Weems said.
She believes stigma around teen addiction is slowly shifting, but that structured, supportive, free environments like Harbor Hope are essential to closing the gap between need and access.
Students at the center echo that feeling. Jalaya, a sophomore who hopes to become an animator, described the environment as “a utopia compared to high school life.”
Samantha, a ninth grader who wants to join the Marines, put it plainly: “We all want to get better. We all want to move forward with our lives.”
