Upstate Caring Partners’ Community Health & Behavioral Services (CHBS) offers outpatient behavioral counseling in Utica, New York. While their behavioral healthcare services are available to children and adults, they only offer substance abuse treatment to adults over the age of 18. They allow walk-in appointments.
