About Columbia River Correctional Institution

Columbia River Correctional Institution is a minimum security state correctional facility in Portland, Oregon, offering a dedicated 50 bed residential substance abuse treatment program for male individuals in custody. The New Foundations program provides intensive therapeutic community treatment lasting six months or more.

These treatments can include cognitive behavioral therapy, individual and group counseling, peer mentoring and crisis intervention. Treatment is designed to prepare you for successful community reintegration through evidence based care within a structured, supportive environment separate from the general population.

Residential Substance Abuse Treatment in a Therapeutic Community

The New Foundations program serves individuals within four years of release who volunteer for intensive addiction treatment in a self contained dormitory setting. This therapeutic community model emphasizes peer support, personal accountability and structured growth to address serious substance use disorders.

Participants engage in daily group and individual counseling using cognitive behavioral approaches. This helps identify triggers, develop coping skills and build foundations for long term recovery. The program includes parenting courses, GED education, prerelease planning and connections to community resources like 12 Step programs to support post release success.

Co Occurring Disorder Treatment and Peer Support

Approximately 60% of program participants are dually diagnosed with substance use and mental health conditions including PTSD, depression and bipolar disorder. Integrated mental health services address these co-occurring needs alongside addiction treatment to reduce drop out rates and improve outcomes.

The facility also trains incarcerated individuals as certified alcohol and drug counselors, creating a peer led treatment model that benefits both participants and the broader recovery community. Participants must be low risk, within four years of release and volunteer for treatment programming.

This program operates within the Oregon Department of Corrections system with no direct costs to participants.
